I use the exact same overlay code that every other
extension uses (that I've seen) to add a toolbar icon.

So unless you're using a new build of Mozilla/Firfox
that's changed things for toolbar overlays, I'd say
the problem you're having is more likely an issue with
CustomizeGoogle.
