Try this test. Make sure the cookie exists and that it's locked by CookieCuller. Also make sure that Google is NOT your default page. Close the browser and restart it. Look in the Cookie Manager and see if the PREF cookie is still there.
If it's not there then something else is deleting it. Perhaps a profile manager or an privacy extension or the like.
If it's there, then open the cookies.txt file located in your profiles directory in Notepad or some other text editer. You should find a google.com PREFS entry with a "NR=100" in the string (assuming you've set the Number of Results to 100.) If it's not 100 then something is changing the cookie contents. I'm not sure what would do this.
If it's there and does have "NR=100" in the string, then browse to Google and view your preferences. If it doesn't show 100 then something is messing with your prefs. Maybe a Google toolbar extension or ???
Sorry that's all the help I can suggest. CookieCuller cannot prevent other apps or extensions from changing cookies. It's simply a Cookie Manager replacement which allows you to delete the cookies you don't want.
