In a word, no.

Tabs in a FF window share the same proces space in
memory as well as the current window. Even if you open
a new tab in a new window, it will still share the
same process space as the original window and the tabs
within it, and therefore any relevant cookies. In
other words FF has one process space and one set of
cookies that are used no matter how many tabs/windows
are open.

To do what you ask you will have to re-write the
cookie system within FF and rebuild FF yourself. No
easy task and not to be recommended for the
un-initiated.
