[Companion] Feed down, but IE toolbar working

I'm still seeing a feed error (see attached).

Unfortunately, when this happens, my toolbar does not appear at all.  In the
past I've seen a cached toolbar, with a "Trying to refresh icons..." error
message.  Is there a way I could see the cached toolbar while I'm getting feed
errors?
