[Companion] Toolbar settings button missing

I noticed the Toolbar Settings button (pencil icon) stopped appearing in both
the Mozdev version and the Yahoo version for Internet Explorer.  I updated to
the latest Internet Explorer version and the Toolbar Settings reappeared in
Internet Explorer.  However, the Mozdev version still does not show a Toolbar
Settings button.

The Yahoo version for IE reports the following version:

Yahoo! Toolbar
V: 6.1.0.0
Build: 2005.6.23.1

I can't get to the About from Mozdev anymore, but the version I installed is
from the March mailing list archive:  yahootb0210.xpi
