[Companion] Re: Toolbar with translations

I had some time, so I used on online mechanical translator to create 
language files for French and Chinese (simplified and traditional).   I 
could not find a way to set the language and region in Firefox, but I 
tested by changing the 'general.useragent.locale' preference through 
<about:config>.   I was able to set the language and region in Mozilla 
through 'Edit->Preferences'.

Here is the result.  Please let me know if it works.  If not, there is 
another way to do this that does not involve the Mozilla locale system.  
The language file would be selected based on the toolbar setting, rather 
than the browser setting.
