Hello Alex,
I just tried this for the first time, with OS 10.2.8.
1- I assigned a shortcut letter to a clipping;
2- In a Firefox text box, pressed Ctrl+option+v. The dropdown appeared
3- I pressed the shortcut key, and the text from the clipping appeared properly.
It's important to note that I had to keep Ctrl+Opt+v depressed while I pressed the shortcut key. If I released that three key combination prior to pressing the shortcut key, only the character for the shortcut key appeared.
Best regards,
Brian

CTRL+option+V instead. Let me know if that works.
