[Clippings] add an EM options dialog

installed 2.0rc1 today in ff and in tb. seems to be going quite nicely.

i have a request, tho. right now the only way to get to the clippings
manager in ff is to find a page with a text box to get to the clippings
command. in tbird you must fget to a compose/reply/forward msg window.
that's remarkably awkward. [*grin*]

would you please consider adding a standard extension option dialog? 

a side benefit of that would make the extension/option button menu from MTLI
...
