I assume you're referring to a clipdat2 data source file that is
pre-populated with entries to start off these users. The obvious way
is distributing a clipdat2.rdf file with the Clippings XPI, and
instruct the users to save clipdat2.rdf to their Firefox profile
directory - but less computer literate users may have difficulty doing
that.

Unfortunately there is no mechanism in Clippings to permit packaging
of a pre-populated  data source file or importing an existing file
upon first-time use.  I can't think of any easy way other than to hack
Clippings to implement this functionality - assuming that one has the
time and the skills, of course.

I can see where this would be useful, and will consider this for a
future release.
