This behaviour is by design. This allows the user to paste in the same
clipping using just the regular Paste command.  If you want to
remember the clipboard data prior to inserting a clipping, use the New
>From Clipboard command (right-click on the Clippings status bar icon
in Firefox or Thunderbird) to create a clipping from it.

I may consider this idea (or a variation of it) for future releases.
