People ! It worked, finally !

Yes, you are right. It's this endian issue that has caused
AppleGlot/ADViewer not generating Localizations.strings. Besides
Localizable.strings(under `English.lproj') , there are also some other
little-endian encoded files that one can find via:
,----[ file `find "Camino.app" ` | grep -i little-endian ]
| Camino.app/Contents/PreferencePanes/WebFeatures.prefPane/Contents/Resources/English.lproj/Localizable.strings: Little-endian UTF-16 Unicode character data
| Camino.app/Contents/Resources/bm_horizontal_separator.tif: TIFF image data, little-endian
| Camino.app/Contents/Resources/English.lproj/InfoPlist.strings: Little-endian UTF-16 Unicode C program character data
| Camino.app/Contents/Resources/English.lproj/Localizable.strings: Little-endian UTF-16 Unicode C program character data
| Camino.app/Contents/Resources/tab_close_hover.tif: TIFF image data, little-endian
| Camino.app/Contents/Resources/tab_close_pressed.tif: TIFF image data, little-endian
`----
Those image data files can't be converted by that perl
script(http://cl10n.rwx.it/node/30), maybe not necessary?
By converting those .strings into big-endian encoded first, then place
it under _NewBase, Initial Pass, start working, ...things looks smooth.
The above only solves the first issue addressed in my original post. =)
For the second issue:
,----
| 2) the preference panel: tabs and downloads are not fully being
| translated. expecially in the localized version Downloads displays as
| org.mozillia.camino.preference.downloads, what's the problem here?
`----
I found the cause by accident. It's all due to `"' ! (other html
special symbol escapes possibly will also confuse AppleGlot) I happened
to input some " (which will be converted to " by AppleGlot
automatically) in the translation, then AppleGlot got confused. (At
first i copied it out and translated it inside Emacs, so didn't notice
it at all) It was my first time using AppleGlot, so i might be being
stupid..But which also reflects that AppleGlot is so fragile..
So, after struggling nearly two weeks, Camino.zh_CN is finally
out. Thanks for your guys' help !
