We did consider that, and we aren't planning to do it. The only real
reason to scroll the tab bar left is to bring a tab into view on the
left so that you can click on it, and having the button to scroll
left on the right makes that more awkward, not less.

Yes, that's already filed in bugzilla as part of the tab work.
