[Camino] Proxy Server

I am trying to find a new web browser for Macintosh 10.4 and I was told about camino.  My question is we tried using Firefox but I work in a school system and our students were able to modify proxy settings in firefox to bypass our filters.  This allowed them to visit sites that were inappropriate in school.  Does anyone know if you can lock down these settings so that they can not be changed in camino.
