[Camino] An elegent solution to bug 248160 ?

I might have a solution to our translate on the fly chrome bug.
There is a preference named intl.locale.matchOS that does that kind of
trick for Ff -> if you are in german the german chrome files gets
loaded. I don't have the time to test tonight, I have loads of work,
could someone here test that having some chrome files correctly named
and setting that flag to true fixes our problem  ?
