This has been one of the pet peeves of just about everyone who uses a
Mac Gecko-based product since the security fix of a year ago caused
the sheet to display the tab which called it. There are several bugs
on this in the Core, including
<https://bugzilla.mozilla.org/show_bug.cgi?id=123913>
<https://bugzilla.mozilla.org/show_bug.cgi?id=123908> and the generic
<https://bugzilla.mozilla.org/show_bug.cgi?id=59314>.

Unfortunately, it's going to be exceedingly difficult to fix any time
soon; Simon pretty succinctly sums up the obstacles to fixing this
behavior in
<https://bugzilla.mozilla.org/show_bug.cgi?id=123913#c20> :-(
