[Camino] [SOC] Improvements to the Camino tabbed-browsing

Right, you click the << or >> at either end of the tab bar and they  
slide across, no scroll bar.

I think it's economic, slick, and won't interfere with dragging tabs  
if the scrolling implementation is done well. (I get the feeling it's  
gonna be!)
