[Camino] [SOC] Improvements to the Camino tabbed-browsing experience

To compromise, let's make the bottom border of the tab bar dragable  
so the user can do a vertical resize, creating more rows. By default,  
we have one row, but if you want 2, 5 or 10 rows, you just drag and  
the rows fill in. We can do it right so it doesn't look like X11.
