From the links at the bottom of the second page you linked to it
appears that they may only have French and Dutch translations, which
would explain why it's using that as opposed to something above French.

It looks like the server is just badly configured. I also get some
pages there in French, despite the fact that the accept-language I'm
sending is en-US,en;q=0.8,fr;q=0.5,de;q=0.3, which correctly
identifies English (in two different ways, to work around issues some
servers have with just 'en') as my preferred language.
