[Jslib] jslib and i18n/character-sets

Hello and thanks for jslib!
I find myself wanting to read in an EUC-JP encoded file, and after looking
through the documentation I can't find any mention of character sets in any
of the file interfaces for jslib.
Does the library currently assume utf-8 encoding for files? Is there any
way via this library (feature request?) or XPCOM to specify the encoding to
use for a file?
Am I missing something obvious?
